07/25/2013: CMDR. OF FEDERAL POLICE ACKNOWLEDGES INCREASE IN KIDNAPPINGS IN TIJUANA; ANTONIO HERAS SERIES: ATTEMPTED CHILD KIDNAPPINGS IN MEXICALI AND NO REDRESS; ANOTHER KIDNAPPING IN TIJUANA ENDS BADLY IN MURDER/EXECUTION: TWO MORE HOMICIDES IN ENSENADA

Ok, I'm back, been busy running around and helping neighbors with chores. Yesterday, the Commander of Federal Police Miguel Angel Zamorripa  acknowledged an increase in kidnappings in our region.  He stated that, "Given the facts, we are not going to close our eyes."  His statement seemed well timed due to the recent kidnapping alert issued by the SSPM, the recent  kidnappings in Tijuana and Rosarito Beach, the Antonio Heras  series on attempted child kidnappings in Mexicali and another kidnapping case in Tijuana just last week which ended fatally for the victim, plus today's event - a kidnapper actually returning a child.  Today the Commander made another statement that his focus would be on the kidnappings of migrants.

It was last week that an armed group of men kidnapped 22 year old Fernando Perez Cuevas the son of a businessman in Los Torres, Tijuana.  This last Tuesday Fernando's body was located, wrapped in a black plastic bag, he was gagged, dead in the trunk of a vehicle which had been abandoned on calle Hermosillo in colonia Obrera Segunda Seccion of San Antonio de los Buenos :

We automatically associate "groups of armed men" as belonging to organized crime, so with respect to the two cases of attempted child kidnapping in Mexicali and the one case of an actual child kidnapping in Tijuana it is not clear if at least the attempted cases were perpetrated by organized crime or independents.  But what we do know according to the Mexican Association of Stolen and Missing Children is that children from birth to age three years old are stolen for adoption sales, children three years and older are stolen for sexual exploitation, pornography and prostitution.  This group warns parents to be super aware of their surroundings and environment, taking the kids to school - or wherever, and to be mindful if you feel you are being followed.  They report that these child kidnappings can happen very fast, within five seconds.  They also note that it is more common that children of business people are victims of kidnappings.  But, that wasn't the case in at least one of the cases in Mexicali.

Antonio Heras reports in his series on kidnappings of children in Mexicali that the theft of children in Mexicali is a reality.  The first case took place on 05/09/2013 in front of the kindergarten/pre-school "Eva Samon" where two kidnappers attempted to take Maria Luz's 20 month old daughter from her stroller while Mom was loading up her car.  The kidnapper was stopped by the Mom who was in tears, the kidnappers escaped with some clothes and a handbag.  Here is the video interview with Maria Luz, who even to this day is scared, fearful of reprisals:

The next case was that of Jazmin Roa , the incident occurred on 07/05/2013 in daylight, in a public parking lot at a shopping center in Mexicali. There is another video here where Jazmin Roa describes how she had to fight off the kidnappers:

In both cases despite the mothers attempts to lodge complaints with the authorities, they could not because the children were not actually kidnapped. Nor was there counseling offered for the women and their families.  The grievances are there were no avenues for the women to file a complaint, no follow up,  nor was the public warned by the authorities of a very real threat.  According to Lindero Norte, the PGJE simply rejects the existence of these attempted kidnappings as crimes. In the first case, Maria Luz was not contacted by the authorities until almost a month after she initially contacted them - and that was not to address the attempted kidnapping, but to address the robbery of the handbag. Jazmin is vocal and wants to warn the public of this very real danger. It is unclear what agency if any is available to parents who experience a traumatic event such as these, however the articles do note  that kidnapping of children is considered a federal crime which would not be within the perimeters of the PGJE.    Today Lindero Norte reports that the videos of these women's experiences have been viewed by over 213K people.


The next case reported today was the kidnapping of a two month old infant from Teniente Guerreo Park in Tijuana. In this case, the woman who kidnapped the baby returned the infant to the authorities in Ensenada after keeping him for four months out of remorse and stated she could not afford to take care of him - so this one doesn't look like there is an organized crime link.  This report does not state if the parents filed a complaint:

 - Ensenada: In addition to the murder-suicide, the execution of Oscar Molina Michele and the murder of the Padre in El Sauzal which authorities are saying was a robbery, Ensenada experienced two more homicides.  On 07/24, Laura Lizeth Lucero was shot and died in Villas del Roble - this was during a neighborhood family dispute, one person has been arrested. On the same day in that neighborhood, PEPOS arrested four people with dope and seize one rifle:
